18 Feb 2019: 1945年9月2日に「大日本帝国」が崩壊し、第二次世界大戦後の東アジアは新政治秩序が模索されていった。少し後に東西の冷戦が始まり、各地のガバナンスをめぐり強い緊張関係が生じた。たとえば、1946年から中国東北を主戦場として国民党と共産党による内戦が再開され、49年に中華人民共和国が建国された。47年春には台湾で国民党による白色テロ228事件が、48年春には同様の白色テロ43事件が南朝鮮済州島で勃発し、いずれも多くの住民が虐殺された。そして、50年に朝鮮半島で南北朝鮮がぶつかり合う動乱が勃発し、米国と中国が参戦して200万以上もが亡くなるという朝鮮戦争が戦われた。. このような東アジアでの急激な社会変動に伴い、多くの人の移動がもたらされた。その主たるものは引揚げであった。植民地に住む360万の日本人の引揚げが命じられただけでなく、日本や満洲に住む400万の朝鮮人等の引揚げも命じられた。同時に、満洲や樺太の朝鮮人等は定住が許可されるなど、その政策は複雑であった。

Michael G. Pollitt. Bai-Chen Xie. Chung-Han Yang. Abstract China is reforming its electricity supply industry under the guidance of the No.9 document published in 2015. However, such reform has not been supported by new legislation until now. China unveiled an Energy Law draft in April 2020 for public consultation. It is widely regarded as an attempt to provide a legal foundation for ongoing energy sector reforms. This paper introduces the legislative background to China’s Energy Law and then identifies the weaknesses of the April 2020 Energy Law draft from the perspective of international experience. We find that although the Energy Law draft represents positive progress on the vertical unbundling and the price mechanism with respect to the competitive and natural monopoly segments of the power sector, it still does not provide adequate support for most other elements. The enacted Energy Law needs to make more explicit provision on horizontal restructuring, incentive regulation, privatization and independent regulation, while the 1995 Electricity Law

In Christian Europe, Johannes Gutenberg’s Bible, the first moveable-type book, is rightfully celebrated, but often mistakenly described as the beginning of printing worldwide. Mistakenly, because in Beijing, at the very same time, an indigenous Chinese Buddhist book, the Dharani Sutra of the Buddha’s Essence (Fodingxin tuoluoni jing佛頂心陀羅尼經), was becoming the most popular illustrated Buddhist book in print; and it was printed, often on-demand, using a woodblock printing technology that had been in use in East Asia already for centuries. The text represents a melding of cultural traditions and beliefs, integrating a long-standing devotion to the compassionate bodhisattva Guanyin 觀音 (Avalokiteśvara), elements of talismanic

[To be read before The Royal Statistical Society at the Society’s 2021 annual conference held inManchester on Wednesday, September 8th, 2021, the President, Professor Sylvia Richardson, in theChair]. Abstract. This article reviews some early investigations and research studies in the first weeks of the coron-avirus disease 2019 (COVID-19) pandemic from a statistician’s perspective. These investigations werebased on very small datasets but were momentous in the initial global reactions to the pandemic. Thearticle discusses the initial evidence of high infectiousness of COVID-19 and why that conclusion wasnot reached faster than in reality. Further reanalyses of some published COVID-19 studies show thatthe epidemic growth was dramatically underestimated by compartmental models, and the lack of fitcould have been clearly identified by simple data visualization. Finally, some lessons for statisticiansare discussed.Keywords: Infectious disease modeling; Selection bias; COVID-19; Model diagnostics. 1 Introduction. Pollitt Abstract This paper presents an analysis of the impact of the recent power market reform process in China – following the No.9 Document issued in March 2015 - on the industrial price of electricity. We do this by picking a typical power price for a medium sized industrial customer in two of China’s leading reform provinces: Guangdong and Zhejiang. We find that power market reform, which is characterised by the introduction of wholesale electricity markets, has substantially reduced prices. Our detailed analysis shows that these price falls have come from a number of different sources: falls in the prices paid to generators, reductions in grid charges and falls in government taxes and additional charges. We show that by December 2019 the regulated price falls by 26.6% in Guangdong and by 27.0% in Zhejiang while the market price falls even further by 30.2% in Guangdong and 30.4% in Zhejiang compared with their regulated prices in January of 2012. There is more to all of us than just being learners or teachers of Chinese language, history, and culture (I hope!) and so this feature will hopefully inspire us all to do more of what we love in these trying times. And finally, our own second year cohort have even shown that a pandemic is no obstacle for starting a new
